NEW DELHI: The Election Commission on Wednesday released five international training modules relating to planning for elections, political parties and election management bodies, political finance, voter registration and election technology, which chief election commissioner Sushil Chandra said would address the key dimensions in any election management process.
The “well-informed, updated, subject-specialized modules” were developed by the India International Institute of Democracy and Election Management (IIIDEM) in collaboration with the International Foundation for Electoral Systems (IFES), said an EC spokesperson. They were launched virtually on Wednesday by CEC Chandra along with election commissioners Rajiv Kumar and Anup Chandra Pandey and IFES president Anthony Banbury who joined in from Washington and will be used for the international trainees at IIIDEM.
The CEC, in his address, emphasized that EC places high value on innovation and technological up-gradation to ensure meticulous, accurate and voter-friendly implementation of the election processes by committed, competent, credible and skilled managers.
He appreciated the wide range of topics covered in the 10 modules being prepared by IIIDEM and IFES, saying that they shall address all important aspects of the election management process.
Election commissioner Rajiv Kumar spoke about the importance of these module designs, considering the ever-increasing challenges in various aspects of election administration worldwide. He noted that the modules are designed in a versatile pattern, so as to render them compatible with face-to-face, online and e-learning training hybrid modes.
Election Commissioner Anup Chandra Pandey highlighted that the informative material in the modules would help in understanding the process of election management.
IFES president Banbury assured EC of their continuing partnership with IIIDEM in knowledge sharing.
IFES is a Washington DC-based NGO supporting citizens’ right to participate in free and fair elections. ECI had first signed an MoU in May 2012 with IFES for developing training modules and capacity building.
In 2019, after the visit of the then CEC Sunil Arora to Washington, IFES agreed to update the eight existing international training modules and create two new modules on ‘political parties & EMBs’ and ‘social media and elections’.
