NEW DELHI: The 12 MPs of the Rajya Sabha who have been suspended for the entire winter session of Parliament which commenced on Monday have been charged with “unprecedented acts of misconduct”.
A note of the Rajya Sabha, which is in possession of TOI, states the roles played by the 12 suspended MPs for which they have been suspended.
Vice-President and chairman of Rajya Sabha M Venkaiah Naidu broke down on August 11, expressing deep anguish over their conduct and the incident.
The 12 Rajya Sabha MPs from five political parties – Congress, TMC, Shiv Sena, CPI(M) and CPI – were suspended on Monday for the rest of the winter session for “unruly and violent behaviour” they demonstrated during the monsoon session of Parliament.
They include six from Congress, two each from TMC and Shiv Sena and one each from CPI(M) and CPI.
The suspended Rajya Sabha MPs are Syed Nasir Hussain, Phulo Devi Netam, Chhaya Verma, Ripun Bora, Akhilesh Prasad Singh and Rajmani Patel of the Congress; Priyanka Chaturvedi and Anil Desai of the Shiv Sena; Dola Sen and Shanta Chetri of TMC; Elamaran Kareem of CPI(M) and Binoy Vishwam of CPI.
Titled “Unprecedented acts of misconduct by some MPs in Rajya Sabha on August 11th, 2021”, the note says Dola Sen of the TMC “put the hanging loop made up of fabric/scarf (resembling a noose) around the neck on Shanta Chhetri (TMC) in the gangway and held the other end of the loop in her hand and shouted slogans. Hanging loop held by Dola Sen and Shanta Chettri followed her up to the well of the House on the right side of the chair”.
It says Phulo Devi Netam of the Congress tore papers and threw them on the table of the House.
Chhaya Verma (Congress) also tore some papers and threw them towards the table of the House. She also snatched the papers/ folders kept on the table of the House.
Binoy Vishwam (CPI) and Elamaran Kareem of the CPI(M) snatched papers and folders kept on the table of the House from the right side of the chair while Rajmani Patel (Congress) and Anil Desai (Shiv Sena) snatched from the left side.
It accuses Akhilesh Prasad Singh (Congress) of recording a video of the security staff and table of the House.
Dola Sen has been also accused of obstructing the way of the leader of the House and minister of parliamentary affairs coming from the chairman’s chamber to take their respective seats in the House. They were also pushed by her.
Dola Sen also argued and pushed the lady officials of Parliament Security Service (PSS). Sen displayed the loop high in the air that was worn by Shanta Chhetri.
Priyanka Chaturvedi (Shiv Sena) and Syed Nasir Hussain (Congress) have been charged with tearing papers and throwing them towards the ‘Table of the House’.
Syed Nasir Hussain first pushed Sanjay Raut of the Shiv Sena towards security officials cordoning the table of the House and subsequently pulled him back. They were joined by other MPs such as Elamaran Kareem, Ripun Bora (Congress), Binoy Vishwam and Akhilesh Prasad Singh.
The note says Ripun Bora climbed on the LED TV stand installed on the left side of the chair (near the seat of the leader of the opposition).
It says: “Elamaran Kareem manhandled and severely choked the neck of one male marshal and dragged him in order to break the security cordon. One lady marshal – security official from PSS/RSS – was pulled and dragged by Phulodevi Netam (Congress) and Chhaya Verma (Congress) and assaulted her in the Well of the House.”
The note further says: “Syed Nasir Hussain and Elamaran Kareem caught hold of one male marshal and tried to drag him out of the security cordon, who was trying to protect the lady marshal.”
Ripun Bora was seen climbing again on the LED TV stand installed on the left side of the chair (near the seat of the leader of the opposition).
The suspension notice read, “That this House takes cognisance and strongly condemns the utter disregard to the authority of the Chair, complete abuse of rules of the House persistently thereby wilfully obstructing the business of House through their unprecedented acts of misconduct, contemptuous, unruly and violent behaviour and intentional attacks on security personnel on the last day of 254th Session of Rajya Sabha (Monsoon Session) i.e, August 11 thereby lowering the dignity of and bringing disrepute to the august House by the following members and resolves, for above compelling reasons, to suspend these members from the service of the House for the remainder of the 255th session under rule 256 of Rules of Procedure and Conduct of Business in Rajya Sabha.”
