The appointments committee of the cabinet (ACC) has cleared the proposal from the department of space (DoS) for the formation of the board of newly formed space regulator Indian National Space Promotion and Authorization Center (IN-SPACe) with former Mahindra and Mahindra managing director Pawan Goenka as the chairperson.
The Department of Personnel and Training (DoPT) notification reads: “The ACC has approved the proposal for appointment of chairperson and members of the Board of IN-SPACe on terms and conditions to be finalised by the department with the approval of the competent authority.”
And, senior officials from the DoS told STOI that the recommendation is to make Goenka the chairman of the Board, which would also have a senior executive from L&T’s defence business among others but an official order of appointment is pending as the process of laying down terms and conditions remains incomplete.
They added that Goenka, as chairman of the Board, could go on to even head IN-SPACe. “What has been cleared is the proposal to constitute the Board, and there is more procedure that is still due,” the official said.
IN-SPACe, which was announced by the government in June 2020, will be the nodal agency that will regulate private industry in the space sector.
And as reported by STOI earlier, the agency, by the end of December last year had more than 22 proposals from Indian firms and institutions and four foreign companies. Jeff Bezos’ US-based Amazon Web Services (AWS) and Bharti Group backed UK-based OneWeb were among the firms that had shown interest.
Sources add that there have been a slew of new proposals ranging from permissions for ground stations, establishing satellite constellations to making and launching satellites, launch vehicles and providing applications, that have reached IN-SPACe in the last nine months and that the interim committee headed by R Umamaheshwaran, scientific secretary, DoS, has been reviewing them.
